The best available scientific evidence tells us that, on average, the earth’s surface is warming and has been for some decades. Estimates suggest that over the past century, the average surface air temperature has increased by about 0.6 degrees Celsius. This occurred in three phases: a relatively rapid rise of 0.4°C between about 1910 and 1940, a surprising plateau between 1940 and 1975, and another rise of about 0.2°C between 1975 and the early 1990s.

To most people, a warming of 0.6°C over nearly a century may not seem like such a big deal; it is, after all, a far smaller temperature change than we usually experience in a single day. But it is important to remember that this is a global average: the phenomenon has so far manifested itself very unevenly around the world. For extensive regions of the Earth, the warming of the past 80 years has strongly deviated from the global average. Some places have had little warming in the past century, and some have even experienced cooling. This fact raises major difficulties for political action. In many countries, global warming will seem like a fiction to local politicians. For example, the lack of a strong warming trend in the United States accounted in part for the reluctance of the U.S. government to support the 1992 International Convention on Climate Change.
